Every ship, station or faction can hold its own picture of the world. That picture is built from sightings, records, reports, rumours and delayed messages. It may be incomplete, stale or wrong.

Why it matters

The player is not dealing with a galaxy that knows everything instantly. Different places can disagree, react late, or make confident decisions from bad information.
